No Scroll Bar is present when flow action is opened in Overlay

Summary
In a Modal dialog, user has configured an overlay to be launched on the click of a button.
The overlay contains a tree grid. When the tree grid elements are expanded, the overlay length increases without displaying the scrollbar.

Steps to Reproduce
1) Launch a modal dialog local action.
2) Add a button on the modal dialog to launch an overlay on the click event.
3) In the overlay include a tree grid.
4) When the overlay is launched and tree grid elements are expanded, there is no scrollbar displayed.
Root Cause
Overlay will display only static content and cannot calculate the dynamic content on load.
Resolution
An enhancement request, FDBK-16504, has been created for consideration by Pega Product Management.
