No search options on rule instance search

Summary
User have recently upgraded from Pega 7.1.8 to 7.2.1 through update media.
Since upgrade they are not seeing the criteria section for all the rules.
Below screenshot is from Pega 7.1.8 where the criteria section is present.
Error Messages

Steps to Reproduce
- Open the data transform rules from the records explorer.
- Search section on the top is not displayed.
Root Cause
Not applicable
Resolution
This search feature is still available in Pega 7.2.1, only change is the search criteria is moved to filter section of grid.
