No warning when check in of rule in lower version

No Warning pop up while checking in the lower ruleset rule

In case of parallel development, user normally has two versions, for example, 01-02-XX for next release and 01-01-XX for defect fixes in earlier release.

Whenever a rule is modified in lower version and attempted to check in which already have a copy in higher version, a pop up alert message appears and makes developer aware to retrofit his changes to higher version. This pop up warning is not appearing for user's application.
