Nodes form different cluster instead of joining existing cluster

Summary
On restarting the nodes, the nodes form a different cluster instead of joining the existing cluster.

Steps to Reproduce
Restart the nodes.
Root Cause
The current value for a node to be considered as 'Inactive' was hardcoded to 5 minutes.
The below prconfig property was provided to set the Threshold time for a node that is to be considered as Inactive.
Prconfig property: cluster/discovery/node/maxinactive/minutes
Resolution
- Apply HFix-54977.
- Add the following property as a prconfig or Dynamic System Setting (DSS),
cluster/discovery/node/maxinactive/minutes
- Restart the node.
