'Non of these' option should not display

Summary
For the question “Did the Merchant refuse to accept returned merchandise or provide a return authorization?” when user answers as ‘Yes’ 3 options are displayed as radio buttons:
The “None of these” option should removed so that user must select one of the three options provided.

Steps to Reproduce
1) Create dispute and answer all ancillery questions
2) For 'What was purchased ?' select 'Merchandise' from drop down
3) For 'Was the merchandise returned?' answer 'No'
4) Review the options available under "Please choose the category as applicable" question
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules. "None of these" is displayed as an option when it should not be.
Resolution
This issue is resolved with Hfix-21489.
