Not able to access Show Java page in all Strategy

Summary
In the Pega landing page for all Strategies while clicking the "show java" user was getting an error message pop-up.
Error Messages
Error! In function BCreateWriteFile: Invalid Procedure call or argument.contact your PegaRULES administrator.
Steps to Reproduce
Click the Show Java button for any of the Strategies.
Root Cause
The ActiveX controls were not getting installed, because the installation directory under “C:\Windows\Downloaded Program Files” was not having the write privileges for the current system user.
Resolution
After providing write privileges for the current system, user was able to see the show java page for the Strategies.
