Not able to open the Email attachment other than IE browsers

Summary
User is not able to open email attachment in any other browser other than Internet Explorer. Following alert message is shown:
This content is currently compatible with Internet Explorer
Error Messages

Steps to Reproduce
1. Change to PegaSample Workgroup in AccessGroup.
2. Run the BasicProcess Flow.
3. Chose to send correspondence from the local action.
4. Try to open the correspondence in Chrome.
Root Cause
RuleForm harness in not supported in Pega7. Opening the email attachment was done using RuleForm harness.
Resolution
This issue is targeted to be addressed in Pega 7.1.8. RuleForm harness of class Rule-Obj-Corr is replaced to use new RTE controls.
