Not able to see the options on the report viewer

Summary
After upgrade from Pega 7.1.6, Summarize and Export options do not appear in the report viewer.

Steps to Reproduce
1. Open the Manager Portal.
2. Click on any Report and open it.
3. After the report open, check that the options are missing.
Root Cause
Root cause is that the user did not include the 'Action' Button Layout in the OOTB section 'pyReportEditorHeader'.

Add the OOTB 'Action' button Layout in the section 'pyReportEditorHeader.
