Notes not expandable via Keyboard commands

Summary
Accessibility Compliance in the 'notes' field of attachments is not functioning.
If multiple notes are attached to any case, user should be able to expand the bar to see the list and select any particular note to open it, using only the keyboard.

Steps to Reproduce
Open <fta>CPM</fta> portal with CACSR login.
Add notes.
Try to access notes with keyboard (tried CTL + ALT + "+/-". Did not work.)
Resolution
HFix-9984 resolved the issue
