Root Cause

This behavior is as per Pega product design.
The Number of scheduled Campaign Runs does not limit the number of different campaigns that run simultaneously.

Resolution

Here’s the explanation for the reported behavior:

The Number of scheduled Campaign Runs does not limit the number of different campaigns that run simultaneously. It sets the number of times each open ended campaign is scheduled.

For example, if Number of scheduled Campaign Runs is set to 7.

For each open ended campaign, seven scheduled campaign runs occur.
