OnChange refresh is not working properly

Summary
A drop-down is configured with an OnChange trigger to refresh a section and load additional fields.
When creating the case, this works, but when working on an existing case, it fails to refresh and the submit button does not work.

Steps to Reproduce
- Create a flow with more than two assignments.
- Click on submit and then select the drop-down which freezes the screen.
ROOT CAUSE & RESOLUTION
An issue in the custom application code or rules: the Listviews are deprecated and the user is using the old perform harness.
