OOTB Header Action Buttons not visible in Pega 7.2.1 Report

Summary
When user opens a report in the Report Browsers,the actions button is missing after upgrading to Pega 7.2.1.

Steps to Reproduce
1. Include Reports Browser Out-of-the-box (OOTB) in portal.
2. Click and open a report. The open report should have a header with action buttons (Export to Excel, Export to PDF, Summarize, Edit, SaveAs).
Root Cause
An issue with the custom format applied for the Actions button.
Resolution
Perform the following local-change:
Change the format from Standard to Strong for the Actions button.
