'Open Work Item' action opens work object in designer studio

User has created a 'Custom' type portal and it has a harness which contains sections.

One of the sections has a button and we have configured an onClick event on the button which calls the out-of-the-box 'Open Work Item' or 'Open Work By Handle' actions.

If user launch the custom type portal from Designer Studio and then click on this button, it opens the work object in Designer Studio rather than the current active portal window. We expect it to open in the same portal.

If one directly login as an user into the Custom type portal and then click the button, it opens the work object in a new window rather than opening it in the same window. We expect it to open in the same portal window.
