OpenRuleAdvanced in Pega rule forms is displaying error

Summary
Lists or values do not display when clicking the Down Arrow key. This occurs when using the out-of-the-box OpenRuleAdvanced or OpenRuleAdvancedMethod controls in rule forms.
Error Messages
Server Error, status = 500
Steps to Reproduce
- Open the rule form.
- Click the Down Arrow key on the keyboard after selecting the OpenRuleAdvanced/OpenRuleAdvancedMethod UI control.
Root Cause
The <env name="Initialization/urlencryption" value="true" /> setting was made in the prconfig.xml file. Hence, the URL was built as a query string with placeholder parameters. The parameters did not populate when the URL encryption was enabled.
Resolution
Apply HFix-40787.
