Operator ID Page gets removed In case manager Portal



User applied HFix-25414 to include the Password security policy and when it attempts wrong password for three time it gets locked. 

After applying this Hotfix, the operator ID page gets emptied for certain scenarios when user launches the case manager portal using below replication steps.

Steps to Reproduce

1. Launch the Pega web login URL.
2. Enter the wrong password for the first time. 
3. Provide valid credentials on second time. 
4. Launch the case manager portal and look for OperatorID page under system pages in OpenPortal thread. 

Root Cause

When user makes invalid attempt, the operator page is saved to update the failure count of attempts.
Engine code maintain failure count in operator instance to support the password security policies feature across nodes. 

Now when user makes valid attempt, as part of authentication, 'OperatorID' page will be created at requestor level using API PRRequestor.getPage("OperatorID"), but when this API is used, if page is already present at thread level it returns the same page instead of creating one at requestor level. 


Apply HFix-28681 to overcome this issue.
