The user has configured a new clone environment with Pega Platform 8.2.2. The clone environment prevents the importing of a package.

Steps to Reproduce
Import a package.
Root Cause
The user that was utilized did have the correct role to import the package.
Resolution
As a local-change, use an administrator user to import the applications.
