Packaging exception on Operator ID during delta sync

Summary
A developer has developed a Pega Mobile Client. During delta sync, observes the below mentioned exception in the Pega log file.
Error Messages
ENGINE API:Cannot find page on the clipboard to package - OperatorID
Steps to Reproduce
Perform delta sync operation.
Root Cause
A defect in Pegasystems’ code or rules. DataSyncPackager needs a check to avoid OperatorID from getting packaged in deltasync.
Resolution
Apply HFix-28807.
