Page level error message does not display on refresh

Summary
Page level error message is present clipboard, but it does not display on refresh of current harness.

Steps to Reproduce
- In a section, for onchange event on a text input, configure to refresh current harness and call an activity.
- In that activity configure a page set message.
- During run time, when you change the value of this property and tab-out, the harness is refreshed but error message is not displayed in top of the harness.
Root Cause
An issue in the custom application code or rules. The custom harness prevented the errors from being displayed.
Resolution
Local-change is to include the OOTB section called "Errors" on top of the custom harness in the top.
