Page-Set-Messages error is not displayed in harness

Summary
Messages set at page-level (work object) in the flow action post-activity are not displayed in the harness.
Error Messages
No errors anywhere - nothing in logs, nothing in screen, nothing in tracer.
Steps to Reproduce
There were two distinct issues raised in SR:
Issue 1:
Create a flow action and assign to one step of a screen flow.
Create a post-activity and add one step with Pega-Set-Messages.
Run the flow and submit the flow action.
The case will remain in the same step but no error will be displayed.
Issue 2:
- Create application
- In “Application purpose” dropdown : Select Buildover
- Confirm selection with Enter key,
- Enter Text in “Please describe your request”
- Do not choose any option in the checkboxes (this will cause the error),
- The Next Button Disappear:
Root Cause
Issue 1:
This is a Pega bug
Issue 2: the visibility when rule needed to be set to check if it is not the last assignment.
