Summary
When calling a Parse Structured rule via the Apply-Parse-Structured method, the primary page used by the Parse Structured rule is the primary page of the rule that calls it and not the step page defined in the Apply-Parse-Structured step.

Call a Parse Structured rule via the Apply-Parse-Structured method.
Root Cause
The root cause of this problem is an error/omission in product documentation, where it is not explicitly indicated that the Apply-Parse-Structured method executes the Parse Structured rule with a null primary page, which means the Primary Page of the rule that calls it is used, and with a defalt step page of the step page defined in the Apply-Parse-Structured step.
