Passivation Removing Empty String

Summary
When a page is passivated and then activated, the empty string is removed from the clipboard.
Error Messages
Not Applicable
Steps to Reproduce
- Create a property that has a value of the empty string.
- Wait until page passivation occurs.
- Reference passivated page.
- Observe that Property with the empty string is now gone.
Root Cause
This is an expected behavior.
Resolution
Set "passivation/passivateBlank" prconfig setting to true so that the empty properties are also passivated.
