Steps to Reproduce
Run the Pega 7.4 Update script.
Root Cause
A defect or configuration issue in the operating environment.
Two rules from the batch have special characters in the pzInskey value. The database in this system is using a US7ASCII character set. The US7ASCII is a 7-bit character set that fits all of the supported symbols in a single byte with the high-bit stripped. The query to determine if these rules is already present in the database. However, this query is unable to locate them because of the character encoding and thus attempts to insert them again.

Resolution
Perform the following local-change:
- Delete the two rules with special characters from the pr4_fieldvalue and the pr4_rule_vw tables.
- Run the Update script.
