PMF - Unable to view Goals in PMF from View > Goals

Summary
In Project Management Framework (PMF), users are unable to view Goals from the View > Goals option. User has about 20 open goals, but only one shows up.
Error Messages
Not Applicable.
Steps to Reproduce
- Log onto PMF.
- Click on ProjectManagement > View > Goals - observe that some goals are missing.
Root Cause
A defect in Pegasystems’ code or rules.
The RD returns all unresolved goals for which there is a goal owner party or no party at all. So a goal with no goal owner party but with parties that have other roles is not included.
Resolution
HFix-23677 resolves the issue.
