Poor Performance while opening or saving some rules

Summary
Developer had built a section that contained a number of dynamic layouts that all were configured to use the same format.
When attempted to save the section this could take up to 60 seconds to complete.

Steps to Reproduce
1. Create a Skin rule and associate it with the Application.
2. Add a new format to the Skin rule.
3. Create a Section.
4. Add a number of dynamic layouts to the section, ensuring all are associated with the same format.
5. Save the Section.
Root Cause
A defect in Pegasystems’ code due to the way the mixin map was being built.
Resolution
Apply HFix-43625.
