The pop up windows for flow actions do not display correctly

Summary
The pop up windows for flow actions do not display correctly. However, they display correctly from the UI gallery.
The pop up windows are all out-of-the-box flow actions and normal sections. The issue is reproducible from all browsers.
Error Messages
Not Applicable.
Steps to Reproduce
- Create a local flow action
- Attach the action to a button on a screen
- Use the modal dialog and size as Standard
- Run the flow. The window displays incorrectly
Root Cause
An issue in the custom application code or rules. The skin rule is customized.
Resolution
Perform the following local-change:Remove the customizations of the Skin rule for the modal dialogs.
