Prebuilding conclusion cache fails when upgrading to Pega 7.1.7



Running an upgrade from Pega 7.1.6 to 7.1.7.  the "Prebuild Conclusions" task of the upgrade fails with this error:

Steps to Reproduce

Run an upgrade to 7.1.7.

Root Cause

The root cause of this problem is defect/misconfiguration in the Pega operating environment.  
The jar file that contains the class is not on the classpath during the upgrade.


This issue is resolved through the following local-change: 

In the file set build.conclusions=false and then run the resume script to resume the upgrade.
