Privileges modifiable even when access role rule is locked

When access privileges for a locked access role are changed through the work & process wizard, the changes are being saved.

Error Messages

Steps to Reproduce

1) Open access role rule from the access group. Ensure that the access role rule is locked prior to opening it.
2) In the Access role rule, make a note of access privilege for Perform corresponding to a specific access class and close it.
3) Open Work & Process from the Access Manager wizard and select the corresponding access group and change the access privilege for the Perform under the same access class chosen in step2.
4) Go back to the access group and open the access role again.

Root Cause

Rule-access-role-obj instances are not ruleset version resolved, so locking the ruleset does not affect whether you can add or delete privileges from access role rules.  As such, this is actually working as designed.

Not an error, no changes needed.
