Product Eligibility Gadget’s Action menu dropdown has no items.

Steps to Reproduce
1. Open a Product in product designer.
2. Scroll down to Eligibility area. Click Actions, observe that nothing is displayed.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules. On checking the underlying section, there is no action set defined for the button.
Resolution
This issue is resolved by HFix-22655.
