Product migration failes with Invalid target URL error

Summary
URL validation fails during product migration from source to target. The target URL has a two digit port.
Error message displays on clicking migrate, after setting the configuration parameters.

pyURL:** Invalid target url
Steps to Reproduce
- Navigate to Designer Studio > Application > Distribution > Migrate
- Input the system name and a URL with two digit port number
Root Cause
A defect in Pegasystems’ code or rules. The pxValidateTargetURL validate rule has four digits as mandatory port number.
