properties missing in Report Editor's Best Bests after upgrade

Summary
User is unable to see the some of the custom properties under Best Bets while creating the report from report editor.

Steps to Reproduce
- Log into Manager portal.
- Go to Reports tab.
- Click on Add Report button.
- Select the Work Type.
Root Cause
PRPC fetches the 50 most used properties to display in Best Bets and as properties are used more, others could be removed from the list.
Resolution
User can specify which properties user wants to display in the report editor using a pyReportEditorProperties data transform.
