Property-Set method not working post upgrade to Pega 7.4

Summary
Post Pega 7.4 upgrade, the Property-Set method's Property-Set fields do not display. Hence, the property sets do not work. Additionally, when adding new property sets, the Plus icon to add property sets does not display within the method.
Error Messages
Error loading D_ParamSignatures
Reason: org/w3c/dom/ls/LSSerializer.getDomConfig()Lorg/w3c/dom/DOMConfiguration;
Steps to Reproduce
Open an existing activity and expand a Property Set method in it.
Root Cause
A defect in Pegasystems’ code or rules.
The issue occurred due to the presence of an additional xercesImpl-2.6.2.jar file in the PR_ENGINECLASSES.
Resolution
Perform the following local-change:
Remove xercesImpl-2.6.2.jar from the PR_ENGINECLASSES and add it to another table.
