Root Cause

The root cause of this problem is a defect in customer application code/rules.

There is a capitalization issue in the context.xml file.
The type for the three environment settings should be "java.lang.String" (upper case S) while the current settings are "java.lang.string" (lower case s).

Resolution

The capitalization of the type specification was corrected and resolved the issue.
