PRPC is incorrectly handling '&' character in Report parameter

Summary
When a report is launched in response to an 'event' of any UI component that supports such 'action', value of the parameters of the reports are found to be truncated if '&' character is present in parameter value.
If the value of parameter to report is set to be passed as 'A & B', the parameter value will be truncated to 'A' by the time it is 'received' by the report.

Steps to Reproduce
1. Create a report definition that accepts a String type parameter.
2. Configure an Button to launch the report using Report Definition action.
3. Pass 'A & B' as value to the parameter to the report.
Root Cause
A defect in Pegasystems’ code or rules : RULE-UTILITY-FUNCTION PZCONTROL PZACTIONREPORTDEFINITION. It is not converting '&' chars in parameters to '%26'.
Resolution
Apply HFix-29224.
