Summary
User is looking for a offline tool (like PRPCUTILS which was available in PRPC v6.3 and prior) for importing the RAP files in Pega 7.1.4
Resolution
PRPCUTILS is also available in Pega 7.1. User can refer the PRPC installables under the folder "PRPC714\7.1.4\scripts\utils" and more details on the utility can be found under page no: 39 in "PRPC71_UpgradeGuide.pdf".
