prpcUtils won't terminate when installing strategic applications

Summary
When using prpcUtils to import the Next-Best-Action Advisor RAPs, prpcUtils will not terminate. Thread dumps show that certain DSM (non-daemon) threads are still running, preventing termination. Testing has shown the issue can occur when installing other strategic applications as well.

Steps to Reproduce
- Install fresh 7.2.1 deployment
- Install Pega Survey 7.13
- Install HFix-28467
- Install Pega Marketing 7.21
- Run prpcUtils to install NBAA 7.21 Framework and App RAPs, and observe that prpcUtils does not terminate.
Root Cause
A defect in Pegasystems’ code or rules causes this issue. DSM services are started when attempting to perform the prpcUtils import and are not terminated properly.
Resolution
Apply Hfix-28832 to resolve this issue.
