Purge/Archive process runs at incorrect time

Summary
The Purge/Archive process is running at the incorrect time based on the defined schedule. The start time of subsequent runs of the Purge and Archive schedule is not consistent and seems to move based on the amount of time the Purge and Archive takes to run during each execution.
