pyTransferAssignment Audit note not localized after it is added

SA-21266

Summary

Some audit notes are localized before being added to the case audit history as per the current user's locale, but are not localized again when a user from a different locale actually views the audit note of the same case.

For example,

pyTransferAssignment uses a note generated by line 7 of pySetNoteForTransfer data transform:
@(Pega-RULES:Utilities).getLocalizedText("OperatorLoad\t"+ reAssignPage.pyReassignOperatorName + " \t" + reAssignPage.pyReassigneeLoad + "\t", "pyCaption", tools)

this is stored and displayed in the US English locale as for example "Adam has 2 assignments."

If this note was actually created by an operator with a French language localized ruleset, the note in the Audit history will permanently be in French as "Adam a 2 missions" even if the US English locale user views the audit history of the case.

Error Messages

Not Applicable.

Steps to Reproduce

  1. Add pyTransferAssignment as a case-wide local action.
  2.  Note that a field value is created for assignmentTransfer (on pyCaption on class Work-) .
  3. Run the case and launch the local action from the Actions menu, transfer the assignment to another operator.
  4. See the audit note generated.
  5. Change your locale to another language and view the case history, see the audit note remains in the original language it was written in, not your current language.
