pyTransferAssignment does not populate Transfer Options

Summary
Unable to complete a Transfer Assignment when reusing the pyTransferAssignment flow action. This occurs when the flow action is rendered on screen and the 'Transfer to' list does not display the below options.

Steps to Reproduce
- Create a flow with an assignment step.
- Add a 'pyTransferAssignment' flow-wide action.
- Create some cases and ensure that they are assigned to a workbasket or a worklist
- Open an assignment and execute a Transfer action. Observe that the 'Transfer to' option is empty.
Root Cause
A defect in Pegasystems’ code or rules.
The reAssignPage displays the section in the UI. This page is populated incorrectly before the screen is rendered.
Resolution
Perform the following local-change:
Add a page-new for the reAssignPage of the Data-Reassign class in the flow action pre-processing activity.
