pzAttachContent fails when Declarative calculations are fired

Attach Content SmartShape fails when Param.WorkObjectID is blank and when Declarative calculations are initiated.

Steps to Reproduce
- Configure a flow with Attach Content SmartShape.
- Run the flow for the work object. The URL is not attached.
Root Cause
A defect in Pegasystems’ code or rules.
The WorkObjectID parameter was calculated incorrectly in pxAttachURL and pxAttachNote activities.
Resolution
Apply HFix-47717.
