Quotation mark turning into question mark in generated PDF

When a PDF is generated from an HTML, all the apostrophes (single quotation marks) displayed as question marks in the generated PDF document. The same HTML content renders correctly in PRPC 6.2. However, after upgrading to Pega 7.1.6 these special characters did not render correctly in the PDF output.
