Summary
Listeners and Agent are down due to DB connection issue.

Root Cause
The root cause of this problem is defect or misconfiguration in the operating environment. Listeners went down due to DB connectivity issue.
Resolution
Restart the PRPC instances, and establish DB connection to resolve the issue.
