Read only condition works inconsistently

Summary
A field within a repeat grid has a read-only condition set against it based on a checkbox value within the same grid. This works until a dropdown within the same grid performs additional actions including refreshing a parent wrapper section. Once doing so, the read-only condition is not working consistently.

Steps to Reproduce
- Set a field in a grid to be read-only based on a checkbox value in the same grid.
- Refresh parent sections based on dropdown value changing.
Root Cause
The root cause of the issue is not known.
Resolution
Perform the following local-change steps:
- Read only condition was invalid, so correct to properly monitor for checkbox value.
- Refresh section containing grid, instead of entire wrapper section.
