'Refresh when active' on portal causes endless spinning

SA-7509

Summary

When using a 'Refresh When' active on a portal tab, the system will endlessly spin trying to refresh it.

Error Messages

Javascript error: 'innerHTML' is null or not an object

Steps to Reproduce

1. Configure tabs on the pyPortalContent section of the pyCaseManager portal.
2. Let one of the tabs reference the out of the box section Data-Portal pyShowMyCasesContainer7.
3. Configure another tab for 'Refresh When Active'.
4. At runtime, click the tab configured for 'Refresh When Active'

Root Cause

The below line of code is causing the problem (pzpega_ui_doc_tabsupport.js) -
var newInnerDiv = pega.util.Dom.getElementsById("INNERDIV-" + paramName, theNode);
newInnerDiv is null
so doing a newInnerDiv.innerHTML returns the javascript error.
