Remove unnecessary space on Report Definition Output

Summary
Users have reported that for a report generated using Report Definition with add filters enabled having nearly 40 columns there is an unnecessary space between the label "Filters:" label and the actual filters.

Steps to Reproduce
Launch a report definition with nearly 40 output columns.
Root Cause
The page is horizontally scrolling, so while the "Filter: " text on the left is of a fixed width, the filters on the right are a percent width and aren't consuming the rest of the space as they should be.
Resolution
Apply HFix-33293.
