Report definition custom validation is not working

Summary
A filter is defined using a custom section, and has a prompt. When a validation error is displayed the user is still allowed to run the report incorrectly. The activity Code-Pega-List .pzValidateCustomFilterSection step 2 is failing to set message on the right context. Instead of setting on the StepPage it is using as primary page which affects the pyReportContentPage.

Steps to Reproduce
- Run a report
- Force an error on the prompt screen and hit submit.
Root Cause
A defect in Pegasystems’ code or rules: Activity Code-Pega-List .pzValidateCustomFilterSection is a final rule in 7.2.1. Making this Rule "Available" allows for customization and correcting this issue.
Resolution
Apply HFIX-33877.
