Report Details option renders content in Editable format

Summary
When user clicks the Actions button and then clicks the Report Details option on the Report browser, the description displays in the Editable format. The description must display in the Read-only format.

Steps to Reproduce
- Create a report
- Open the report on the Report browser
- Click the Action button on the top right corner
- Click Report Details. The description displays in the Editable format
Root Cause
The ability of the operator to check out rules depends on the set read-only condition.
Resolution
Here’s the explanation for the reported behavior:
User does not have the permission to checkout.
