The Report harness displays the application Header, Footer, and the Navigation menu.

Steps to Reproduce
- Create a report in the application that is configured with a custom filter section.
- Process the report from a no-frame portal.
- Drill down the report. The main work area displays along with the application Header, Footer, and the Menu (which must not display).
Root Cause
A defect in Pegasystems’ code or rules.
The issue occurs only when a report with custom filters is loaded on a no-frame portal (such as CaseWorker).
In the case of no-frame portals, the portal Header, Navigation Menu panel, or Footer was added to every harness when a top navigation is performed for every desktop action.
In this case, when a report filter is opened in a popup, the target parameter (with a 'popup' value) is lost by the time the Submit button is clicked on the filter window.
