Reports Export to Excel getting an error "Unable to read file"

Summary
When the operator clicks on the Export to Excel button in the reports first time excel is opening, without closing the first excel second time executed another report or same report and click on the export to excel, User is getting a message popup as
"A document with the name ExportData.xls is already open. You cannot open two documents with the same name, even if the documents are in different folders. To open the second document, either close the document that's currently open, or rename one of the documents."
User is facing this issue only after upgrading their browser to Internet Explorer 11. User confirmed that they are able to open multiple excel sheets with Internet Explorer 8 and Internet Explorer 11 with MS Office 2010.
Error Messages
"A document with the name ExportData.xls is already open. You cannot open two documents with the same name, even if the documents are in different folders. To open the second document, either close the document that's currently open, or rename one of the documents."
Steps to Reproduce
1. Run some report(List View report) and click exporttoexcel button.
2. Now close the report window but do not close the excel sheet.
3. Again run some other report or same report. and try to generate the Excel sheet.
4. Observe the behavior. Excel displays the popup window with some message.
Root Cause
While doing Export to Excel earlier report has hard-coded excel name string value in "ViewExcelData" activity.
So when trying to do export to excel for second time, Excel is showing the error message.
Resolution
Apply HFix-27238.
