Summary
Request content is incorrect post upgrading Pega 7.2 to Pega 7.3.1. For the Connect-Rest, when the query string parameter is blank, = symbol is not present in the generated URL.

Root Cause
The query name was not appended in case of an empty query string value.
Resolution
- Apply HFix-51938
- Clear the temp folder
- Restart the server
- Create a Dynamic System Setting (DSS) with the name HandleEmptyQS in the Pega-IntegrationEngine ruleset
- Set the DSS to True
