Review date for KM articles not calculated correctly

On editing a Resolved-Published article and adding a Review date, the Review date is calculated incorrectly based on the article Create date instead of the current date.

For example,

Consider an article created on January 1, 2019 and published.

The user edits this article and adds a review in a month. The Review date displays as February 1, 2019 which is in the past. The Review date is not calculated from the current date.
